What's the testing use?

There are so many questions that comes to my mind and the fact is, I did it and I joined the test. And the result is 57% only...
Basically, teacher's competence testing is one of a process for teacher profession in Indonesia. It used to help teacher in knowing their's competence and do some improvement in their's teaching method. Not only focuses on that problem, teacher's competence testing hold on important part in wider the teacher's knowledge.
But, the question is, how far this testing affect to the teacher's teaching?
In my opinion, because I joined this kind of test twice, and I didn't get the result of my test ( my 1st test), and if so ( my 2nd test), what will we have after joined the test?
For me, no matter how was is it, to measure teacher's competence you need to test how good she/he in handling the class, how well her/his preparation before getting to the class, and how modern the media use etc. You can't measure someone based on the test score only. 'Coz there are some factors that will deny it. For example the teacher's physics condition before having the test.
I really agree, if the government do this truly system to measure teacher's competence, maybe Micro teaching is one of the way. Even though it will take too long time. Because only by doing this test, you will know whether bad or good someone in teaching or not.
And why I wrote 'Teacher's Competence Testing or Teacher's Patience Testing' as the title, because when I got on my 2nd test, the electric off and we had to wait for 3.5 hours before get to the class. It really need my patient and maybe another teacher's patient too. And if the government really want to give 'bonus' to the teacher, just let it, give it freely without the teacher have to do such a crowded things in collecting files, doing test etc.
